The actual title-page information from the JSTOR archive indicates that the title Publications was used until Vol. 16 (nos. 121-128) for 1918-1919, and the title Quarterly Publication [note that the second word is singular, not plural] did not appear until Vol. 17 (nos. 129-136) for 1920-1921.
